Title of Bill: Student Commuter Act
Be It Enacted by the Foothill Technology Congress
Preamble: Whereas, the cost of a bus and/or rail ticket can be prohibitive for a
student, among the other costs involved in the pursuit of a higher public education. Whereas, the elimination of this expense shall help the student to avoid the cost
of a bus/rail ticket and increase ridership on public transportation.The use of public transportation shall be a step toward a decrease in air pollution and carbon emissions.
Section 1: Let the definition of a student bus/rail pass be free access upon public transit.
Section 2: Let students enrolled in higher public education institutions such as junior
college, state college, and state university be encouraged to use public transportation
by elimination of the cost to use said public transit to travel to school.
Section 3: Let a student enrolled in a higher public education institution use their
school identification card with the student’s photo as a bus/rail pass. Let this pass
be known as the Student Commuter Pass. Sub-section A: The Student Commuter Pass will permit the student free access
to the use of all public transit required to arrive and depart from the education institution. Sub-section B: The Student Commuter Pass will only be available to use during the
school days established by the education institution’s approved and published
school calendar. For example: the pass will only be valid for the student’s use
Monday through Friday, weekends and holidays excluded.
Section 4: The funding for this bill will be from gasoline taxes.
Section 5: This bill shall go into effect August 01, 2015.
The Senate in period three votes this up 26 to zero.
